On 21 December 1999, Elizabeth Pineda Cáceres, deputy justice of the Second Taxation Offences Court, issued a national and international order for the capture of businessman and former president of the Peruvian Association of Radio and Television (Asociacion de Radio y Television del Perú) Genaro Delgado Parker. Delgado Parker was accused of having unlawfully appropriated funds and committed irregularities while arranging an advertising contract in 1996 between Panamericana Television and Telecable.
The contract arranged for Telecable advertisements to be aired during the Peruvian team’s soccer games in the eliminating rounds of the 1998 World Cup in France. According to the charge filed against Delgado Parker, Panamericana aired the advertisements and Telecable paid for the service, but the money does not appear in the television channel’s accounts and its end of year balance shows that the fee was not paid.
Delgado Parker was previously found in contempt of court in a separate case involving charges of fraud committed against Panamericana Television for allegedly using US$52,000 of the channel’s funds to acquire shares in a satellite project.
A number of media reported that Delgado Parker first appeared in court to make a statement but subsequently disappeared. As a result the judge found him to be in contempt of court and ordered his capture.
In a press release sent from Miami, the businessman qualified these cases and other initiatives being waged against him as the government’s “revenge” for statements he made asserting that there is no press freedom in Peru. “In response to my public statement that there is no freedom of expression on television, the government has reacted as expected: with a personal attack that employs the National Intelligence Service’s legal tools”, Delgado Parker declared.
He further stated that “the government’s accusations and the criminal and civil actions they have initiated are unsubstantiated.” He went on to say, “I tried to alert citizens to the situation so that the government’s control over television would end, as television is such an important medium in an electoral period, and this has irritated the government enough to prompt them to start legal proceedings against me.”
The businessman announced that he would be returning to Peru early in 2000.
