On 12 June 2002, government minister Heraldo Muñoz recognised the error and announced the annulment of the government policy. “In the case where a decision is misinterpreted, this means that it is flawed. I have no problem accepting that the policy’s outcome was not what had been intended,” Muñoz explained while announcing the government’s change of heart.
