Hugo Ushiñahua Panduro, owner of the Red Univision Satélite radio station, based in Nueva Cajamarca, Rioja province, informed IPYS that, since Thursday 30 December 1999, he has been receiving a number of anonymous death threats via telephone.
On 16 February 2000, Ushiñahua asked the Nueva Cajamarca district governor, José Santos Díaz Carrasco, for protection. In his report to the governor, Ushiñahua noted that one of the threatening calls was received on 7 February, at 7:35 a.m. (local time), during the broadcast of the Análisis news programme, hosted by journalist José del Carmen Parraguez Pérez. The caller threatened the journalist and the owner of the Red Univision station, stating: “This is the central committee of the Sendero Luminoso (Shining Path) communist party, tell Parraguez that he has fifteen days to leave Nueva Cajamarca; the same goes for the owner of the radio station. If they do not do as we say, they will pay for it with their lives.”
According to Ushiñahua, the threatening calls are always received during the broadcast of one of the station’s news programmes.
