Publisher Yu Dok-ryol and editor Kim Chon-hee of the Han
Publishing Company were arrested with bookshop owner Shim Bom-sok
on 17 July 1995. The three were arrested for publishing and
distributing the autobiography of the now deceased president of
North Korea, Kim Il Sung. They are charged under Article 7 of the
National Security Law which provides a maximum seven-year prison
term for the offence of “praising, encouraging or benefitting”
North Korea.
Recommended Action
Send appeals to authorities:
and Kim Bom-sok are in direct violation of their right to freedom
of expression as guaranteed under Article 19 of the International
Covenant on Civil and Political Rights (ICCPR)
the principles laid out in the ICCPR, to which it is a signatory,
and order the release of and end to judicial proceedings against
the three men
