to be plainclothes police officers, was released on 29 July 1998, after
twenty hours in custody. No charges were brought against him, but police

Background Information
On 28 July 1998, two people believed to be plainclothes police officers
attempted to impound copies of “The Star”, a bi-weekly Nairobi newspaper.
Sources said the two went to the newspaper’s offices, where they were
challenged by the staff and members of the public. They left the scene, but
later a truck with some men on board emerged and abducted a guard hired by
the newspaper.
