REPORT ON INTERNATIONAL FREE EXPRESSION MANDATES
A new report from ARTICLE 19 provides an overview of the three specialised mandates, with information on how the mandates were established, their scope and the main activities that have been undertaken. It also notes some important developments in Africa and the ASEAN region (1).
In November 1999, ARTICLE 19 convened the first ever joint meeting between the UN, OSCE and OAS rapporteurs on free expression, which allowed them time to discuss the many areas where co-operation would be fruitful, and to plan further joint work. The resulting declaration made clear their common approach towards issues which arise across the world (2).
A second seminar was held in November 2000, addressing defamation law, contempt of court and hate speech (3, 4).
The collaboration bore further fruit with a joint declaration issued in February 2001 addressing racism and the media (5), for the World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance. The report also sets out in detail the discussions held at the second conference.
