On 28 April 2013, the Cambodian Center for Human Rights (“CCHR”) released a Briefing Note on the subject of Freedom of Expression and Internet Censorship in Cambodia. The Briefing Note provides an overview of the use of new media in Cambodia, examines the recent trend towards internet censorship, and highlights the implications for freedom of expression in Cambodia.
The Briefing Note sets out the current legal framework relating to freedom of expression and looks at the potential implications of the first ever “cyber law” which the Royal Government of Cambodia has announced that it is currently drafting. The Briefing Note also highlights some specific examples of internet censorship.
The Briefing Note concludes with a series of recommendations for the preservation of freedom of expression on the internet and new media, including the recommendation that any restrictions placed on freedom of expression on the internet must be proportional and in compliance with international standards.
