(IPYS/IFEX) – Since May 1998, Luis Carbajal Gravello, editor-in-chief of
the Radio Frecuencia 2000 radio programme “Acontecer” and of the magazine
of the same name, has been facing legal action and an eventual trial.
Alberto Ortiz Prieto, current rector of the University of Chiclayo, has
filed the series of complaints against the journalist, preventing him from
continuing to report on the process by which Ortiz Prieto was chosen for
his post.
The journalist covered the competition held to elect a new rector for the
university. He uncovered a series of irregularities in the process and in
the University Assembly during which, without a quorum, Ortiz Prieto was
voted in as rector. Aside from this, Ortiz Prieto does not fulfil the
qualifications for the post and, since he is the re-elected provincial
alderman of Chiclayo, his naming as rector contravenes the laws governing
the university (Law 23733) and its statute (specifically Articles 35 and
36.) Ortiz Prieto continues on in the post, even though he has not been
recognized by the national body of rectors (the Asamblea Nacional de
Rectores) and by the council which deals with university disputes (the
Consejo de Asuntos Contenciosos de la Universidad Peruana, CODACUN). He has
launched a fierce campaign to try to silence the journalist, and shut down
his programme and magazine — even filing a Constitutional Court case.
Carbajal Gravello has had a distinguised 29-year journalism career in
Chiclayo, a city on the northern coast of Peru and the capital of
Lambayeque department.
