On 14 February 1995 journalist Augusto Ernesto Llosa Giraldo of
Radio Casma and the editor of the newspaper “El Casmeno”, was
detained by the National Police on charges implicating him in a
terrorism case that occurred in 1986. The detention order was
issued by the Superior Court in Cuzco. The journalist was
detained
in Casma, located in the north of Peru.
Leaders of the National Association of Peruvian Journalists (ANP)
met with the detainee in Lima and concluded that he was indeed
asked to testify as a witness in a 1986 terrorism case and
because
he failed to appear was found in contempt of court.
Casma police following the orders of the judge Dora Angulo Valdez
confiscated documents belonging to Augusto Ernesto Llosa Giraldo.
Among those documents were posters from the National Association
of
Peruvian Journalists (ANP) advocating liberty for several
imprisoned journalists and the most recent issue of “La Pluma”,
the
magazine of the ANP.
Llosa Giraldo has requested a transfer to a Cuzco jail but would
have to pay his airfare as well as that of a guard to accompany
him. He cannot afford to cover these costs and additionally has
asked for financial assistance to cover his legal bills.
RECOMMENDED ACTIONS:
Send appeals to Peruvian authorities:
– asking that Augusto Ernesto Llosa Giraldo be transferred to
Cuzco
as quickly as possible and that his case be brought to trial
immediately
