(IPYS/IFEX) – According to 3 March 1998 report by IPYS, the District
Office for the Supervision of Magistrates (ODICMA) in Cuzco has ordered
disciplinary proceedings opened to investigate certain judges of the
Mixed Court in Madre de Dios. Earlier this year, the judges in question,
Fausto Cornejo Alvarez, Marina Tagle de Revatta and Jorge del Carpio
Pacheco, convicted Ruben Zurita, co-owner of the radio station Radio
Sinfonia in Madre de Dios, to one year for “illegally practising
journalism,” contempt and other charges. (He was later given a
conditional release; see IFEX alerts.) The judges are suspected of
abusing their authority and failing to properly conduct their functions
in conjunction with the Zurita case

The president of the Superior Court of Cuzco, Madre de Dios and
Cotabambas, Doctor Grimaldo Castaneda Sanchez, who is also the head of
ODICMA, has handed over responsibility for the investigation to the
President of the District Commission for the Supervision of Magistrates
(CODICMA), Clodomiro Caparo Zamalloa. CODICMA, which comprises one judge,
two lower court judges and one justice of the peace, has asked the Madre
de Dios Mixed Court judges to respond to the charge within five days. The
five-day period elapsed on 2 March.
On 2 March, the magistrates from Puerto Maldonado began to deliver their
reports concerning Zurita’s sentence.
