**Updates IFEX CH alerts dated 20 February 1995, 9 November 1994**
The National Assembly of Cambodia was set to begin considering a
draft press law on 19 June 1995. The draft law now omits criminal
penalties. However, it still poses serious liabilities for
journalists. Among the remaining problems are:
– fines for publication of material that “affects political
stability” (as well as national security) in addition to further
criminal penalties under unspecified other laws;
– fines for “humiliation or contempt of national institutions;”
– the right of government ministries to suspend or confiscate press
runs without court order or consultation; and
– generally high fines that could put many Cambodian newspapers out
of business.
