Chan Rotana, editor of “Samleng Yuvachun Khmer” (“Voice of Khmer
Youth”), was released from a Phnom Penh prison on 5 July 1996. His
release came after Cambodia’s Second Prime Minister, Hun Sen,
agreed on 3 July to King Norodom Sihanouk’s request for a pardon.
Prince Ranariddh had earlier agreed to the King’s request. Under
Cambodian law, the King has the sole discretion to grant any
convict amnesty; however, Sihanouk reportedly wished to have
consensus between the two prime ministers before pardoning the
editor. According to Reuters, Chan Rotana said upon his release
that he “will play in the press field again, and will still kick
my previous opposition.”
