(IPYS/IFEX) – On 8 November 1999, the former president of the Peruvian
Association of Radio and Television (Asociacion de Radio y Television del
Perú, ARTV), Genaro Delgado Párker publically announced that “Not only is
there no freedom of expression in Peruvian television stations, but there
are also no legal safeguards whatsoever.” He was responding to a statement
from the association that freedom of expression reigns in the country’s
media.
“It was with surprise,” he added, “that I read the ARTV’s statement about
the right to freedom of expression on radio and television… And what they
are saying about the matter is not true, everyone in the world knows it. We
are on the eve of an electoral campaign and favourable opinions about
candidates who are dangerous to the regime are not permitted on television.”
He continued, “The government, manipulating the judiciary, in which seventy
per cent of the judges are provisionally appointed, dictates judicial orders
in order to silence independent companies… They did this with Frecuencia
Latina and, ultimately, with Red Global.”
“The government has initiated a one million dollar publicity campaign.This
helps television, but has made all the stations dependent on their principal
client, the government, which dictates everything including the headlines of
their main news stories.”
