The commission that investigated the incident on 3 May 1996
involving the conduct of Lima police officers during a protest by
striking municipal employees issued its report last week,
concluding that the head of the Lima police, Jose La Madrid
Ponce, was to blame. His handling of the affair will now be the
subject of a judicial inquiry.
The commission concluded that the aggressive behaviour of the
police against both the strikers and several reporters covering
the protest was inappropriate, excessive, and violent. As well,
it recommended speeding up the reorganisation of the Lima police
force, with particular emphasis placed on the selection and
training of its officers. The commission also called on the
National Police to play a more active role in this process.

Note: IPYS asks that faxes and letters be sent since this is one
of the very few times in which those implicated in attacks
against journalists have been sanctioned
