On 30 July 1996, Appolos Hakizimana, a journalist with the
privately-owned newspaper “Intego”, was arrested in Kigali by
police and accused of being an “interahamwe” (a term used to
designate Hutu accomplices to genocide). He was later taken to an
unknown destination by police and has not been seen since.
Recommended Action
Send appeals to authorities:
to take the appropriate measures to guarantee his physical and
psychological well-being
detained without valid charges or, if such charges exist, bring
him before a competent and impartial tribunal and guarantee his
procedural rights at all times
into the incident and to ensure that those responsible are
identified and punished
serious attack on press freedom, and urging them to ensure that
fundamental human rights, including freedom of expression, are
fully respected in Rwanda
