Background Information
On 5 May 1998, two Palestinian General Intelligence (GI) agents visited
Abbas Moumani’s office in Ramallah, West Bank, and brought him to GI
headquarters for questioning. Moumani was then detained without any charges
being laid against him. He was reportedly tortured by Palestinian security
forces during his detention.
Moumani’s detention was in connection with video footage distributed and
broadcast by Reuters, in which a masked man identified himself as Adel
Awadallag, a leading Hamas activist. In the video, the man implicated
Palestinian security officials in the death of Hamas figure Muhyideen
al-Sharif, who was found dead on 29 March 1998 next to the remains of an
exploded car.
