(ARTICLE 19/IFEX) – ARTICLE 19 is expressing extreme concern about reports
that the Kosovo Liberation Army (UCK) has used a military tribunal to impose
prison sentences on Nebojsa Radosevic and Vladimir Dobricic, both
journalists working for the Yugoslav State News Agency (Tanjug). The
organisation is also disturbed that the Red Cross has apparently been
refused access to the two journalists.

ARTICLE 19 is concerned with upholding the right to peaceful freedom of
expression in line with international standards, as well as upholding the
rule of international law. The UCK has no authority to pass or implement
laws or regulations within Kosovo and is therefore not empowered to judge
people and deprive them of their liberty.
Recommended Action
Send appeals to authorities:
Conventions regarding the rights of journalists in situations of conflict,
which provides that “journalists shall be considered as civilians and shall
be protected as such”
