(IPYS/IFEX) – A pamphlet simultaneously appeared in Trujillo and Chiclayo,
capitals of the northern Peruvian provinces of Libertad and Lambayeque,
respectively. Similar to other spurious publications which have appeared
previously, it contained a false telephone number and address.
The fortnightly pamphlet under discussion, called “Solido Norte”, is edited
in Lima and directed by José Bocardo Z.. “Solido Norte” claims within its
pages that the re-election of president Alberto Fujimori is a done deal, and
minimizes the participation of the other candidates, Luis Castañeda Lossio,
Alberto Andrade and Alejandro Toledo, in the 2000 Peruvian general
elections.
The information contained within the pages of “Solido Norte” claims that
Castañeda – the candidate closest to Fujimori in the public-opinion polls –
is relegated to fourth or fifth position, and suggests that Andrade will not
run in the election due to the existence of internal conflict in his
movement, Somos Perú. Further on in the pamphlet, the editorial page
contains the government’s distorted version of Castañeda’s declarations
about the Interamerican Court for Human Rights’ ruling in the case
concerning Chilean terrorists, affirming that, “Today Luis Castañeda, who
has become those horrifying criminals’ lawyer, received a rebuff from 25
million Peruvians who do not want to recall those moments of bloodshed.”
According to IPYS’ information, the aforementioned pamphlet was distributed
on Sunday 31 October 1999, during a ceremony at the National Pavilion in
Trujillo’s military plaza. In Chiclayo, it was distributed free of charge
through various public relations offices of public and private enterprises,
as well as being sold in newspaper and periodical stands for S/. 0.50 (US$
0.14).
The address given in the periodical is 185 Argel Street, Ate Vitarte, Lima,
and the telephone number is 883-3371. According to the 2 November issue of
the daily “La República”, the address does not appear in the district
regional plan, nor has it been registered under Bocardo’s name. The same
issue of “La República” states that the telephone number listed does not
belong to Bocardo, but instead to Yolina Pereda Arana. Nevertheless, when
IPYS called the number and asked for Bocardo, they were told that he was
travelling in the interior. The person who answered could not give an
explanation for the false address given by “Solido Norte”, saying that only
the director could answer the question.
Finally, while the pamphlet indicates that it is issue eight of year one,
sources that were contacted by IPYS, both in Trujillo and in Chiclayo,
informed the organization that this was the first time such a pamphlet had
been circulated in either of those cities.
