On 19 January 1995, at 10:50 am, plainclothes police from the
anti-terror team in Diyarbakir held an identification check at
the “Ozgur Ulke” offices in Diyarbakir and detained correspondent
Ismail Hakki KELECI. Police stated, “We have to take Ismail Hakki
Keleci with us; the decision to take him under detention has come
from a high level.” Keleci was taken to Diyarbakir Police
Headquarters. It is feared that he might be tortured or killed in
custody.
On 16 January 1995, two “Ozgur Ulke” correspondents in Mardin,
Husnu AKGUL and Hidayet PEHLIVAN, were detained, but released
later that day.
In a telephone call to the CCPJ, an “Ozgur Ulke” representative
urged any freedom of expression organization that could to send a
delegation or representative to their newspaper in Istanbul to
observe and investigate the situation they face.
Recommended Action
Please write to Turkish authorities:
treatment while in detention
in direct contravention of Article 19 of the International
Covenant on Civil and Political Rights, safeguarding the right to
freedom of expression and Article 10 of the European Convention
for the Protection of Human Rights,which is also binding under
Turkish domestic law
